The District Educational Officers and the Additional Project Coordinators of Samagra Shiksha in the State are aware that the Department of School Education, in collaboration with the World Bank, is implementing the Supporting Andhra's Learning Transformation (SALT) program to enhance the quality of education. One of the key goals of SALT is to improve teaching practices, which will be evaluated using the standardized classroom observation tool known as the TEACH Tool. This initiative aims to provide consistent classroom support to teachers through trained mentors using the TEACH tool for improving the Teaching learning transaction.

 The Teach Tool implementation started in the academic year 2022-23. 6657 observers were Trained on the TEACH tool in two phases, including Cluster Reserved Mobile Teachers, Upper Primary HMs, High School HMs, and Complex HMs.

 During the academic Year 2023-24, 4946 active observers utilized the Teach tool Framework evaluating 46,000 Teachers through 1,46,504 Observations across Primary and Secondary Classes. During 2024-25, the objective is the universal coverage of teachers under this tool and provide feedback with learning material to enhance the quality of teacher-student interactions.

 In this regard,9499 observers were certified on Teach tool in the month of July-2024. In Tota1,16,156 observers were available in the state. The App to conduct Teach Classroom Observations will be available on Google Play store from August 2024 onwards. Orientation to the observers will be conducted on updated app during second week of August 2024 in the virtual mode.

 Therefore, the DEOs and APCs are instructed to reinitiate the classroom observations of the 16,156 certified Observers from August 19th 2024.

 Further, it is instructed to notify the inactive observers during 2023­24 from your respective districts and bring to the notice of the undersigned. All the District Educational Officers and the Additional Project Coordinators of Samagra Shiksha in the State are directed to closely monitor on the conduct of the Teach Tool observations and submit monthly action taken report to the undersigned by 5th of every month.

 Therefore, the District Educational Officers & Additional Project Coordinators of Samagra Shiksha in the State are hereby by directed to communicate the guidelines to all the schools in their respective districts for doing the classroom observations as part of the teach tool implementation as per the action plan for the academic year 2024-25.

 Enclosures: Detailed Guidelines

 Background: The Government of Andhra Pradesh, in collaboration with the World Bank, has adopted the Supporting Andhra’s Learning Transformation (SALT) program to achieve quality education. One of the key goals of SALT is to improve teaching practices using the Teach tool, a standardised classroom observation tool. This initiative aims to enhance teaching-learning quality by providing transparent insights into student-teacher interactions statewide.

 Teachers will receive consistent support from mentors who will observe classrooms using the Teach tool, focusing on time spent on teaching-learning and the quality of teaching practices. The quality of teaching practices is assessed based on three main indicators:

  1. Classroom Culture: Creating a joyful and supportive learning environment.
  2. Classroom Instruction: Effectiveness of lesson delivery.
  3. Social-Emotional Learning: Integrating children's well-being and 21st-century skills into lessons.

Andhra Pradesh is the only state in India to take the initiative of standardized classroom observation at a large scale, with a capacity of 16,156 Teach certified observers reaching out to 100% teachers in the state. These observers include Cluster Resource Persons, Upper Primary HMs, High School HMs, Complex HMs, and SGTs on the Teach tool in three phases. The training involved a rigorous 9-day program followed by a certification exam.

 Of these, 6,657 observers conducted 146,504 classroom observations for 48,447 teachers in the AY 23-24. The observation data shows that the teaching quality improved, with the performance gap of teachers decreasing by 8%. Previous academic year’s data shows that the teachers scored 3.2/5 compared to 2.8/5 at baseline. (Ref: 10000 classroom observations that happened in the AY 22-23)

 Classroom Observations using the Teach tool for the current academic Year 2024-25:

 Classroom observations for this academic year will begin from August12th,2024 onwards and will be throughout till the end of this academic year.

 This year, 16,154 certified observers will be conducting the observations using the standardized Teach tool. They will be conducting observations for the teachers who mapped for them on the Teach AP app. It is to be observed that the Teach AP app is revised and updated. The installation and login process will be shared with all the observers before the observations begin. Virtual orientation will be conducted on updated app during second week of August 2024 in the virtual mode.

 Instructions for observers for this year’s regular and consistent observations:

  • Each observer will be mapped to 15 to 20 teachers. All these teachers will be observed once in two-month cycle, i.e. in a month, observations of 8 teachers need to be completed and all the 15 to 20 teachers at the end of two months. (1 cycle= 2 months)
  • Each Observer will be completing at least 2 observations per week i.e. 2 unique or different teachers will be observed in a week.
  • 2 Observations need to be planned and scheduled for 2 different teachers in a week. All the observations should not be done together at the end of the month.
  • Observers need to maintain the consistency of 2 observations every week.
  • In any case, if the observers are not able to meet the weekly observation target, they are requested to communicate to the concerned MEO

Classroom Observation Process

 Before observation

  1. Login IDs will be provided to all observers for the app.
  2. Every observer will be mapped to 15 teachers, this will be mapped in the Teach app.
  3. The observer will schedule observations on the app for 15 teachers.
  4. The target is to observe all the teachers over the span of two months.
  5. Once observations are scheduled, a reminder message will be sent to the observer and the teacher on the previous day. The observer will call the teacher to confirm the visit on receiving this message.
  6. The observer will carry a notebook to maintain observation notes with the This will be reviewed during the Mandal level review.

During observation

  1. The observer will observe the classroom for 40 minutes. The 40 minutes will include 15 minutes of observation, 10 minutes of observation data filling on the app, and 15 minutes of observation.
  2. The observer will fill data for the last segment after coming out of the classroom

Post observation

  1. The observer, before leaving the classroom, will give brief feedback to the teachers based on that day’s observation and cumulative observation data of the teacher if it exists on the app.
  2. The teacher will get a message on WhatsApp to confirm the observation.
  3. Material based on teacher observation scores will be sent to the teacher through chat-bot
  4. A call will be made to the teacher in two weeks to ensure the consumption of the materials provided through WhatsApp.
  5. The observer will schedule the next observation in two months time.
Review structures

District Level Review

Chaired by: District Education Officer

Participants: Mandal Level Officers, Academic Monitoring Officer

Mode: This will be an in person meeting.

A review meeting will be conducted in the last week of every month to analyse the Teach data using the dashboard. The agenda of the review meeting will be as follows:

  1. Analysing completed observations vs targeted observations mandal wise.
  2. Analyse support that can be given to teachers based on observation data. These recommendations will be sent on a monthly basis to the state.
  3. Creating an action plan based on the data to meet targeted observations. The prescribed structure for this meeting will be rolled out to all districts during the orientation.

Mandal Level Review

Chaired by: Mandal Education Officers

Participants: Observers (CRPs, Upper Primary HMs, High School HMs and Complex HMs)

Mode: This will be an in-person meeting.

A review meeting will be conducted bi-weekly/twice in a month to analyse the Teach data using the dashboard. The agenda of the review meeting will be as follows:

  1. Analysing completed observations vs targeted observations mandal wise.
  2. Creating an action plan based on the data to meet targeted observations.
  3. Check on the usage of Teach material and resources by teachers through Chat-Bot.
  4. Analysis and discussion on the quality of observation notes done by
  5. Next steps in the form of an action plan will be collated based on points 1-4 which will be shared in the district meeting.

The prescribed structure for this meeting will be rolled out to all districts during the orientation.

  1. Schedule observations in the Teach app for the 15 primary teachers mapped to them who belong to the same cluster.
  2. Conduct 15 observations over a span of two months for 15 different teachers
  3. Each observer should conduct at least 2 observations per week.
  4. Observation data should be filled directly into the app during observation. In case of no internet connectivity, the observer should sync the data within 24 hours
  5. Attend and participate in monthly Mandal-level review meetings and any other orientations.

Upper Primary HM, High School HM, Complex HM

  1. Schedule observations in the TEACH app for the 15 teachers mapped to them who belong to the same school and grades as indicated in the above table
  2. Conduct 15 observations over a span of two months for 15 different teachers
  3. Each observer should conduct at least 2 observations per week.
  4. Observation data should be filled directly into the app during observation. In case of no internet connectivity, the observer should sync the data within 24 hours
  5. Attend and participate in monthly mandal-level meetings and any other orientations.

Mandal Education Officer

  1. Reviewing Observations to be completed at Mandal Level and taking necessary actions based on observations Target
  2. Prepare monthly reports on observations completed, prepare action plans accordingly, and submit them to the DEO - each month
  3. Assisting the district representative of SALT from the SALT technical agency(Leadership For Equity) with any type of data request
  4. Attending complex level meetings in the Mandal and giving inputs
  5. Conduct co-visits with observers once a month
  6. Conduct review meetings according to the prescribed format with the observers on a monthly basis and send recommendations to the state.
  7. The review will be conducted every last Wednesday of the month.

District Education Officer

  1. Provide support to the SALT technical agency(Leadership For Equity) and Academic Monitoring officer towards implementation at district level
  2. Support and guidance in District Planning and Execution of observation systems
  3. Closely Monitor the whole process along with Academic Monitoring Officer
  4. Issuing Proceedings/Guidelines to AMO, DyEOs, MEOs and Observers for smooth Implementation to ensure continuity in observations till April 2024.
  5. Conduct review meetings according to prescribed format with the Academic Monitoring officers and MEOs on a monthly basis and send recommendations to the state.
  6. The review will be conducted every last Friday of the month.

Academic Monitoring Officer

  1. Active support and coordination (Project related) with observers and SALT technical agency (Leadership For Equity) supporting implementation
  2. Closely monitoring the project deliverables and helping in follow ups
  3. Coordinating with DEOs MEOs, and DyEOs for conducting any trainings or review meeting based on Classroom observation data
  4. Ensuring all observers are conducting classroom observations as per schedule and submitting the on-app
  5. Attending District level review meetings on a monthly basis and one mandal review meeting per month
