The attention of all Regional Joint Directors of School Education and District Educational Officers in the State is invited to the references 2nd & 3rd read above, wherein the Government has issued norms for re- apportionment of teaching staff in Government/MPP/ZPP management schools by providing subject teachers for the classes 3-5 to the mapped pre-high schools/high schools and to maintain pupil-teacher ratio (PTR) as per RTE Act, 2009.

 

For the Academic Year 2024-25, enrolment in some schools across all managements has either increased or declined due to various However, as teacher rationalization has not been undertaken this academic year, it is essential for the Government to maintain the pupil- teacher ratio (PTR) norms prescribed by the Right of Children to Free and Compulsory Education Act, 2009 and other existing rules in force.  To ensure optimal utilization of manpower, effective academic support for students, and to prevent any adverse effects on academic activities in the schools, surplus teachers shall be adjusted to the needy schools across all managements, strictly adhering to the guidelines outlined below.

రేపు మధ్యాహ్నం Surplus Teachers కి MEO Office నందు కౌన్సెలింగ్ జరుగుతుంది.... కావున Surplus లో ఉంటాము అనుకొనే వారు అందరూ.... సిద్ధంగా ఉండగలరు.... హై స్కూల్ వారికి కూడా MEO OFFICE నందే నిర్వహించ బడును ... ఎవరు Surplus లో ఉన్నారో లిస్ట్ రేపు మధ్యాహ్నం స్టేట్ నుండి రిలీజ్ అవుతుంది.... రిలీజ్ అయిన వెంటనే మెసేజ్ పెట్టడం జరుగుతుంది.... 


మరొక ముఖ్య విషయం:

TIS నందు అందరూ ఒకసారి మీ యొక్క డిటైల్స్ చూసుకొని ఇంకా ఏమైనా తేడాలు ఉంటే హైస్కూల్ వారు అయితే మీ యొక్క HM గారి లాగిన్ లో, మండల టీచర్స్ అయితే MEO గారి లాగిన్ లో సరిచేయించుకో గలరు.... ఒకసారి freeze అయిన తరువాత సరిచేయడానికి DEO గారికి కూడా OPTION లేదు అన్నారు.... గమనించ గలరు....

కాబట్టి మరొక సారి మీ యొక్క డిటైల్స్ చెక్ చేసుకో గలరు.... 


Surplus కి స్టేషన్ సీనియారిటీ మాత్రమే పరిగణ లోకి తీసుకొంటారు....


రోల్ 120 కన్నా తక్కువ ఉంటే LFL HM కూడా SGT గానే పరిగణిస్తారు అన్నారు.... అక్కడ ఉన్న SGT మీ కన్నా జూనియర్ అయినప్పటికీ మీ కన్నా ముందే స్కూల్ నందు జాయిన్ అయితే మీరే SURPLUS అవుతారు...


SGT లకు SA పోస్ట్ కి అర్హత ఉన్నట్లు అయితే హై స్కూల్ కి అయినా వెళ్ళవచ్చు.... SGT Vacancy మండలం లో లేనట్లు అయితే హై స్కూల్ లో SA వేకెన్సీ ఉన్నట్లు అయితే తప్పని సరిగా HS కి వెళ్ళాలి లేదా... డివిజన్ లో ఎక్కడైనా వెళ్ళ వలసి ఉంటుంది ..

  • 7వ తేదీ నాటి UDISE Plus ROLL ప్రకారం Work Adjustment.
  • 11వ తేదీ నాటికి ప్రక్రియ పూర్తి.
  • GO 117,128 ప్రకారమే work adjustments.
  • పాఠశాలలో సర్వీసు జూనియర్-అత్యంత ఉపాధ్యాయుడు మిగులుగా గుర్తించబడతారు.
  • కేడర్ సీనియారిటీ ఒకేలా ఉంటే, ప్రాథమిక నియామకం తేదీని ముందుగా పరిగణించాలి, తర్వాత పుట్టిన తేదీని పరిగణనలోకి తీసుకుంటారు. పుట్టిన తేదీలు కూడా ఒకేలాగా వుంటే... Treasury ID లో తక్కువ నెంబర్ వున్న వారిని జూనియర్ గా పరిగణించి... వారిని సర్దుబాటు చేస్తారు. www.apbad.net
  • MPP ZPP MPL యాజమాన్యాల పరిధిలో..సబ్జెక్ట్ టీచర్ లేదా సెకండరీ గ్రేడ్ టీచర్ లభ్యత లేని పాఠశాలలకు మొదటి ప్రాధాన్యత ఇవ్వబడుతుంది.
  • సర్దుబాటు అనంతరం ఇంకా SGTs మిగులు ఉంటే, రోల్ అవరోహణ క్రమంలో (20,19,18...) Single Teacher Schools కి ఇస్తారు.
  • Primary School HM ని కూడా SGT గానే ట్రీట్ చేస్తారు.
  • 98 కంటే రోల్ ఎక్కువ ఉంటేనే UP Schools లో SA లు ఉంటారు.
  • Surplus Teachers names వాళ్ళు కౌన్సెలింగ్ లో వరుసక్రమం కూడా CSE వారే పంపుతారు.
  • జులై month ending కి ఉన్న ఖాళీలను ఈ కౌన్సెలింగ్ లో భర్తీ చేస్తారు
  • MEO, DyEO, DEO Levels లో 3 స్థాయిలలో work adjustments..
  • No Plain to Agency and vice versa.
  • Widow Unmarried Legally Separated Spouse వారికి Division Level Work Adjustment నుండి మినహాయింపు..
  • HS లలో SA(PE) పోస్టు ఖాళీగా ఉన్న HS లకు మొదట ముగ్గురు, ఇంకా Deficiet ఉంటే ఇద్దరు ఉన్నచోటు నుండి Work adjustment లో మండల, డివిజన్ , జిల్లా ప్రయారిటీ లో సర్దుతారు
  • Online సర్దుబాటులో Data మాత్రమే ఉపయోగం Allotment అది చేయదు. Online లో MEO/DyEO /DEO చూపాల్సిందే..
  • PS,UP,HS లలో మండల స్ధాయి సర్దుబాటు అయిన తర్వాతనే డివిజన్ స్థాయికి. 
  • మండలంలో సర్దుబాటు చేయలేక మిగిలిన Surplus SGT,SA SGT (Subject), SA(PD) పోస్టులను, టీచర్లను డివిజన్ Dyeo లాగిన్ లోకి వెళ్ళును
  • Online orders DEO పేరునే జనరేట్ అగును
  • No need of Teacher willing 
  • Spouse, PH,Widow, unmarried Woman ను Willing ఉంటే తప్ప Division Level లో Allotment ఉండదు
  • ప్రతి HS కు ప్రతి Subject కు కనీసం ఒక Subject Teacher (SA/SGT) మరియు ఒక SA PD ఉండటమే Work adjustment లక్ష్యము గా కసరత్తు జరుగును
  • G.O 117&128 ప్రకారము PTR ఉండును
  • ZP/Govt/Mpl స్కూల్స్ లో Inter management Work adjustment జరుగును
  • 30 April 2025 లోగా రిటైరయ్యే వారిని zero roll ఉంటే తప్ప Shift చేయరు
  • Aided Schools లో Work adjustment తర్వాత చేపడతారేమో? ఇప్పుడు కాదు
  • SGT ల Work adjustments లో Zero/ Single Teacher Schools కు ప్రాధాన్యత.
  • మండల, డివిజన్ ల Work adjustment తర్వాత Dist level
  • Online Data తో Manual గాOnline లో Work adjustment చేయాలి.
  • IDT తో వచ్చిన వారికి జిల్లాకు వచ్చినDate నుండి Cader Seniority వర్తించును.
  • Surplus ఉంటేనే Need basis లో Priority లో Work adjustment చేయబడును.ప్రతి HS లో కనీసం ఒక Subject ఉండే విధంగా చూస్తారు గాని Deficiet ఉన్న చోటల్లా టీచర్ ను ఇవ్వరు.

SGTs, SAs Work Adjustment 2024 Guidelines


Adjustment Criteria:

  • Subject Teachers (SAs) and SGTs shall be adjusted based on the requirements of    schools under all managements (Govt/ZPP /MPP/Municipal) within the same subject.
  • Surplus School Assistants shall be adjusted to other subjects as per their respective methodologies
  • Qualified surplus SGTs, possessing the relevant degree and B.Ed Methodology in the concerned subject, shall be adjusted to teach the corresponding subjects in Pre-High Schools and High Schools
  • Identify schools with more than one SA(PD) or PET and redistribute the excess staff to schools lacking any SA(PD) or PET under work adjustment.
  • The need for adjustment should be calculated according to existing norms.
Preference in adjustment:
    • Adjust Subject School Assistant Teachers (SAs) in high schools according to
    • In Upper Primary Schools, if enrolment is less than 98, allocate teachers by grouping classes 3 to 8 and 1 to 2,separetly
    • In Primary Schools, allocate teachers according to norms
    • If surplus teachers are still identified, they will be adjusted in descending order in single-teacher schools based on the extent of surplus identified
    • Identified SA(PD) and PETs shall be allotted to schools having no SA(PD) or PET in descending
    The said criteria will be taken up in the following phases:

      Phase-I: Inter Management with in the Mandal.

      • Same subject within Mandal
      • Inter subject within Mandal
      • Qualified SGTs within Mandal

      Phase-II: In Division level first preference within  Management,  if still surplus teachers available then inter management.

      • Same subject with in Division
      • Inter subject with in Division
      • SGTs qualified within Division
      Guidelines for identifying the Surplus Teachers:

        • The junior-most teacher in the school shall be identified as surplus
        • First preference shall be given to the schools wherever there is no availability of subject teacher or secondary grade teacher.
        • After identifying the surplus teachers, cadre seniority within the inter-management shall be considered for phases specified @ point no.(iii) above. If cadre seniority is the same, then the date of initial appointment shall be considered first, followed by the date of birth
        • The work adjustment process shall be conducted based on enrolment data from UDISE on 07/08/2024.
        • Ensure the availability of Subject teachers in all High Schools upon completion of the work adjustment process.

        Note:

        • Avoid deputing surplus teachers from upland/agency areas to plain areas
        • Teachers retiring on or before April 30, 2025, and those with 100% visual impairments are excluded from the work adjustment process
        • High school plus schools are exempted from this process
        • Widow, unmarried female teachers, legally separated, and spouse grounds shall be exempted from work adjustment at the Divisional Level. However, if they are willing, they may be considered within the division during Phase-II.
        • The entire process of work adjustment of teachers shall be completed on or before 11.08.2024.

        Roles and Responsibilities:

         

        Mandal Educational Officer:


        Mandal Educational Officer is the nodal officer for doing work adjustment of teachers within the Mandal irrespective of the management and schools up to the cadre of School Assistants.

        Step.1: Mandal Educational Officer need to download the list of surplus teachers from the web and display in the notice board.

        Step.2: To call the surplus teachers to the concerned Mandal Educational Offices on the given date. Upon calling the teachers, MEO should identify the requirement of schools displayed in the web by choosing the school as a unit.

        Step.3: After selecting the school, the list of surplus teachers will be displayed click allot button, the list contains the combination of seniority list as mentioned in the above guidelines.

        Step.4: Upon allocating the teacher to the needy school to the candidate at sl.no.1, then option will be enabled for sl.no 2.

        Example: If 02 School Assistants (Eng) were required in a school, then the Mandal Educational Officer shall allocate (1) teacher to one school and other teacher to another school to maintain uniformity (or) (02) teachers shall be allotted to the same school if adequate surplus available in the mandal based on the requirement and work adjustment policy.


        Step.5: After freezing the School Assistants in same category post, the system will enable to identify the surplus inter subject teachers.


        Step.6: After freezing the surplus inter subject teachers and work adjustment is still needed then option of  surplus Secondary Grade Teachers having methodologies will be displayed.


        After completing the above steps, surplus Secondary Grade Teachers will be allocated to the needy primary/upper primary schools (class 1 & 2 – SGTs only) on the basis of enrolment in descending order.

         

        Deputy Educational Officer:

         

        Deputy Educational Officer is the nodal officer for doing work adjustment of teachers within the Division irrespective of  the  management  and schools up to the cadre of School Assistants.

        • After adjusting the required no of teachers in the Mandal, the remaining surplus teachers will be drafted from the neighbouring mandals within the
        • All the surplus teachers in the respective mandals within the divisions will be considered for work adjustment duly assigning the cadre

        Step.1: Deputy Educational Officer need to download the list of surplus teachers from the web and display in the notice board.


        Step.2: To call the surplus teachers to the concerned Divisional offices on the given date. Upon calling the teachers, Deputy Educational  Officer should identify the requirement of schools displayed in the  web  by choosing the school as a unit.


        Step.3: After selecting the school, the list of surplus teachers will be displayed click allot button, the list contains the combination of seniority list as mentioned in the above guidelines.


        Step.4: Upon allocating the teacher to the needy school to the candidate at sl.no.1, then option will be enabled for sl.no 2.

        • Example: If 02 School Assistant (Eng) were required in a school, then the Deputy Educational Officer shall allocate (1) teacher to one school and other teacher to another school to maintain uniformity (or) (02) teachers shall be allotted to the same school if adequate surplus available in the Division based on the requirement and work adjustment

        Step.5: After freezing the School Assistants in same category post with in the management, the system will enable to identify the surplus inter subject teachers within the management.


        Step.6: After freezing the School Assistants in same and Inter category post within management, the system will enable to identify the surplus inter subject teachers Inter management.


        Step.7: After freezing the School Assistants in same category post, the system will enable to identify the surplus inter subject teachers.


        After freezing the surplus inter subject teachers and work adjustment is still needed then option of surplus Secondary Grade Teachers having methodologies will be displayed.

         

        District Educational Officer:


        District Educational Officer is the nodal officer for doing work  adjustment of teachers in the District irrespective of the management and schools up to the cadre of School Assistants.

        • Even after adjusting the required no of teachers in the division, if still work adjustment needed the balance surplus teachers shall be drafted from the neighbouring divisions within the

        Step.1: District Educational Officer need to download the list of surplus teachers from the web and display in the notice board.


        Step.2: To call the surplus teachers to the concerned District  offices  on the given date. Upon calling the teachers, Deputy Educational  Officer should identify the requirement of schools displayed in the  web  by choosing the school as a unit.


        Step.3: After selecting the school, the list of surplus teachers will be displayed click allot button, the list contains the combination of seniority list as mentioned in the above guidelines.


        Step.4: Upon allocating the teacher to the needy school to the candidate at sl.no.1, then option will be enabled for sl.no 2.


        Example: If 02 School Assistants (Eng) were required in a school, then the Deputy Educational Officer shall allocate (1) teacher to one school and other teacher to another school to maintain uniformity (or) (02) teachers shall be allotted to the same school if adequate surplus available in the Division based on the requirement and work adjustment policy.


        Step.5: After freezing the School Assistants in same category post, the system will enable to identify the surplus inter subject teachers.


        Step.6: After freezing the surplus inter subject teachers and work adjustment is still needed then option of  surplus  Secondary  Grade Teachers having methodologies will be displayed.


        After completing the above process, the said confirmed list will be displayed/sent   to   the   concerned   Regional   Joint   Directors   of   School Education for verification and Confirmation. After verification, the District Educational Officer will issue work adjustment orders to the individuals.

         

        Therefore, all Regional Joint Directors of School Education and District Educational Officers in the state are instructed to issue instructions to the Deputy Educational Officers (Dy.EOs) and Mandal Educational Officers (MEOs) to go through the user manual for the web application and act in accordance with the issued guidelines. Further, all RJDSEs shall coordinate with the District Educational Officers concerned and address any grievances of teachers, whether technical or general, in consultation with the State team

         

        The Additional Director, IT is instructed to provide an online module for work adjustment of teachers as per the above guidelines and user manuals for each officer. He is also instructed to coordinate with all concerned stakeholders and resolve issues that may arise.
