Attention of all the District Educational Officers and Additional Project Coordinators of Samagra Shiksha in the State is invited to the reference cited and are informed that the permission was accorded to sanction and release an amount of Rs. 2,65,71,000/- (Rupees Two Crores Sixty Five Lakhs and Seventy one thousand only ) for Elementary Level and an amount of Rs. 1,25,34,000/- ( Rupees One crore Twenty Five lakhs and Thirty Four thousand only) for Secondary to Senior secondary level i.e. totally Rs. 3,91,05,000/- (Rupees Three crores Ninety one lakhs and Five thousand only) for providing Escort Allowance to CwSN in Elementary and Secondary to Senior secondary level under the component of Escort Allowance (Sub component at 4.1.4) in elementary and 6.1.3 (1) in Secondary to senor secondary level for the academic year 2024-25 is as follows:-

Further it is informed that the Roles and Responsibilities of District Educational Officers and Additional Project Coordinators of Samagra Shiksha in the State are fixed as follows:

 

Roles and Responsibilities of District Educational Officers:

  • Conduct review with district IE Coordinators and MEOs distribution of Escort allowance through Direct Benefit Transfer (DBT) Mode. Monitoring strictly for obtaining information regarding mandal wise progress

Roles and Responsibilities of Additional Project Coordinators:

  • Instructing District IE and Assistant IE coordinators for providing escort allowance to eligible CwSN as per guidelines.
  • Collecting School wise and Bhavitha Center wise Children with Special Needs information from District IE Coordinators and release the allowance amount directly to the Child account/parent of the child account through Direct Benefit Transfer mode only and furnishing beneficiaries' information to SPO in every month duly signed by the APC, Samagra Shiksha.
  • Rectifying the gaps in the field level

Roles and Responsibilities of District IE Coordinators:

  • Prepare an Action Plan regarding Escort Allowance with the help of Inclusive Education Resource persons (IERPs)
  • Verification of CwSN information that includes name, class, gender, school, Child ID/Pen number, UDISE Code, bank details, Aadhaar, Type of disability and their Software for Assessment of Disabled for Access, Rehabilitation and Empowerment (SADAREM) Certificates
  • Process files through District IE Coordinators
  • Prepare district wise beneficiaries report

Roles and Responsibilities of Head Masters:

  • Head master should monitor CwSN attendance
  • Head Master has to maintain attendance register and taking signature of escorts in every month
  • Suggest female escorts for assisting the female children.
  • The escort should not be given to a Drunkard/Smoker/unhealthy/ Handicapped

Roles and responsibilities of IERPs:

  • IERP should collect CwSN information in their mandals and submit the information to District IE Coordinator duly signed by the MEO & IERP

Guidelines for providing Escort Allowance to CwSN:

  • Escort Allowance will be provided to Students with Special Needs that are suffering with Loco Motor, Cerebral Palsy, Blind, Multiple Disability (severe/profound) and Muscular Dystrophy as well as the CwSN must be studying in Government and Government aided schools for the academic year 2024-25.
  • The Escort Allowance will be provided to Children with Special Needs (Loco Motor, Cerebral Palsy, Blind, Multiple Disability and Muscular Dystrophy categories only) that are studying in Elementary level (Class -1 to Class-8) as well as Secondary to Senior Secondary Level CwSN (Class -9th to 12th Class).
  • 300 per month and Rs.3000 for 10 months will be provided per CwSN at elementary level and secondary level for the academic year 2024-25.
  • The Escort allowance will be provided to CwSN from June, 2024 to March, 2025) for the period of 10 months only.

Therefore, All the District Educational Officers and Additional Project Coordinators of Samagra Shiksha in the State are instructed to release escort allowance of an amount of Rs. 3000/- per CwSN for the period of 10 (Rs.300 per CwSN per month) in Elementary and Secondary to Senior secondary level (class 9th to class 12th ) directly to the student's / parent’s bank accounts through Direct Benefit Transfer (DBT) System only in every month as per guidelines issued by this office and upload the expenditure details in Prabhandh Portal by 5th of every month regularly for the academic year 2024-25, and submit compliance to the State Project office, Samagra Shiksha, Vijayawada without fail.

 

All the District Educational Officers for take necessary action.


All the Additional Project Coordinators of Samagra Shiksha in the State for take necessary action in this matter.


Copy to all the Regional Joint Directors of School Education in the State for information and follow up action.
