In the GO 3rd read above, the Government of Andhra Pradesh issued the Sports Policy 2024-29, aimed at fostering sports development in the state by establishing world-class infrastructure, nurturing talent and ensuring accessibility for all. The policy aspires to position Swarna Andhra Pradesh as the Nation's sports capital and a global centre for sports talent and innovation by 2029.


The policy provides a three percent (3%) horizontal reservation in direct recruitment across Government Departments, Local Bodies, Public Sector Undertakings (PSUs) and Uniformed Services, including the Police, Excise and Forest Departments, for eligible meritorious sportspersons of Andhra Pradesh ensuring their recruitment without the requirement of competitive examinations.


The Vice Chairman & Managing Director (VC&MD), Sports Authority of Andhra Pradesh (SAAP), vide references 4th and 6th read above, has submitted a proposal, along with draft guidelines, for implementation of three percent (3%) horizontal reservation for eligible meritorious sportspersons of Andhra Pradesh in direct recruitment without the requirement of competitive examinations across Government Departments, Local Bodies, Public Sector Undertakings(PSUs) and Uniformed Services, including the Police, Excise, and Forest Departments and requested the Government to issue necessary orders for effective implementation of the Sports Policy 2024-29.


After careful examination of the matter, and in supersession of the orders issued in references 1 and 2nd read above, Government hereby issue guidelines in the Notification for the implementation of three percent (3%) horizontal reservation for eligible meritorious sportspersons of Andhra Pradesh in direct recruitment without the requirement of competitive examinations across Government. Departments, Local Bodies, Public Sector Undertakings (PSUs) and Uniformed Services, including the Police, Excise, and Forest Departments.


The following Notification shall be published in the Andhra Pradesh Gazette.


NOTIFICATION


In pursuance of the Sports Policy issued in G.O.Ms.No.18, Youth Advancement Tourism and Culture (Sports & Youth Services) Department, dated: 10-12-2024, wherein orders were issued for providing a three percent (3%) horizontal reservation for eligible meritorious sportspersons of Andhra Pradesh in direct recruitment across Government Departments, Local Bodies, Public Sector Undertakings (PSUs) and Uniformed Services, including the Police, Excise, and Forest Departments, ensuring their recruitment without the requirement of competitive examinations, the following guidelines are issued for governing such appointments.


This Notification shall be deemed to have come into force with effect on and from the date of issuance of the Sports Policy 2024-29. It shall remain in force for a period of five (5) years or till a new Policy is formulated.


Guidelines


  • The Recruitment of eligible meritorious sportspersons under three percent (3%) sports quota as horizontal reservation will be based on the Notifications issued by Andhra Pradesh Public Service Commission (APPSC)/Selection Board/Department concerned, without written examinations, and shall be appointed by the Department concerned, based on the final merit list approved by the State Level Committee.
  • The three percent (3%) horizontal reservation in direct recruitment under sports quota shall apply to all the Government Departments, Local Bodies, Public Sector Undertakings (PSUS) & Uniformed Services, including the Police, Excise and Forest Departments.
  • Criteria for deciding the eligible meritorious sportspersons:
  • The sports disciplines mentioned at Serial No. VI of this order are the list of Recognized Sports Disciplines for the purpose of three percent (3%) Horizontal Reservation in direct recruitment.
  • The eligibility criteria, based on the tournament & medals, for the Senior level competitions of sports for employment are listed at Serial No. VII of this order.

For filling up of posts which are:

  • under the purview of the Andhra Pradesh Public Service Commission (APPSC), the achievements (Individual & Team) of the meritorious sportspersons shall be considered as per the eligibility criteria indicated at Serial No. VII of this order.
  • posts that are not covered under Group - 1,2 & 3 services unde the purview of APPSC, and those that are outside the purview of the APPSC i.e., to be filled either by the concerned Department, or any Selection Board, or District Selection Committee (DSC), will be considered as per the priority as listed in Serial No. VIII of this order.
  • The meritorious sportspersons must possess the requisite academic, physical standards, age limit criteria, prior experience, and technical qualifications, etc., as prescribed in the rules of the concerned department governing such posts, in Direct Recruitment.

In respect of the posts related to physical education and sports training, such as Physical Education Teachers (PET), Coaches, the requirement of essential qualification(s) like B.PEd, Diploma in Coaching (NIS Regular) etc., will be temporarily relaxed for appointment under sports quota. This temporary relaxation is intended to strengthen the sports education and training in such institutions by the meritorious sportspersons. However, such selected candidates appointed under sports quota, shall acquire the required qualification, within a period, not exceeding five years from the date of appointment to such post.


The three percent (3%) sports quota reserved for eligible meritorious sportspersons shall be filled in accordance with the priority criteria outlined in Serial No. VIII of this order.


The meritorious sportspersons who are eligible for a particular category of posts, shall be considered as eligible for posts in lower categories also, subject to the fulfilment of specific conditions that shall apply to such posts but not vice versa.


Example: A sportsperson who is eligible for the posts in Group-I services will also be eligible for the posts in Group-II & Group-III services.


Role and responsibilities of the Recruiting Departments


  • The concerned Department shall set apart such number of vacancies to be filled up by eligible meritorious sportspersons through horizontal reservation, without competitive examinations, and. shall simultaneously communicate the same to the Sports Authority of Andhra Pradesh (SAAP).
  • While communicating the indents to the Sports Authority of Andhra Pradesh (SAAP) for filling up of vacancies through direct recruitment under three percent (3%) horizontal reservation for meritorious. sportspersons, the department concerned shall not assign roaster points. They shall indicate the number of vacancies to be filled up, along with the beginning and the ending roaster point of such vacancies.
  • In case, the department notifies not less than 33 vacancies, it shall reserve one(1) vacancy for the eligible meritorious sportsperson. Similarly, if the number of vacancies is not less than 66, two (2) vacancies shall be reserved for the eligible meritorious sportspersons. Further, if the number of vacancies is not less than 100, three (3) vacancies shall be reserved for the eligible meritorious sportspersons. 33 1/3% horizontal reservation shall be applicable for eligible women meritorious sportspersons. This exercise shall be conducted duly following the 3% horizontal reservation for meritorious sportspersons.
  • In the event, the number of vacancies notified by a department is less than 33, to meet the adequacy requirement that arises out of 3% horizontal reservation for meritorious sportspersons, the department shall communicate all the roaster points from beginning till the ending roaster points of such vacancies.
  • Simultaneously, the Department shall communicate the remaining vacancies (other than sports quota) to the recruiting agencies /selection boards such as Andhra Pradesh Public Service Commission (APPSC)/ District Selection Committee (DSC), for issue of notification. to fill those vacancies by direct recruitment.
  • In the event of non-availability of any eligible meritorious sportsperson for a particular post earmarked to be filled under the 3% horizontal reservation for the meritorious sportspersons, such post shall stand lapsed.
  • A candidate appointed under sports-quota should be adjusted in the direct recruitment against the category viz. OC/SC/ST/BC/EWS to which he/she belongs.

Role and responsibilities of Sports Authority of Andhra Pradesh (SAAP)


On receipt of the indents from the department concerned, to fill up the vacancies earmarked for the eligible meritorious sportspersons, the Vice Chairman and Managing Director, Sports Authority of Andhra Pradesh (VC & MD SAAP, shall issue a public notification in the leading newspapers (Telugu and English) in the state by inviting the applications from the eligible meritorious sportspersons for the posts. The details of vacancies, qualifications, and other terms and conditions shall be mentioned in the said notification.

The forms in which the applicant shall submit his meritorious sports achievement, along with her/his application, are enclosed as Annexure appended to this order.

In response to the notification, all the applications received by SAAP within the stipulated time, shall be scrutinized by the Screening Committee constituted for this purpose. The composition of the Screening Committee shall be as follows:


Composition of Screening Committee


  • Chairman - Administrative Officer, SAAP
  • Members - Two Senior District Sports Development Officers (DSDOS) (nominated by VC & MD, SAAP) 
  • Member -  Tribal Sports Officer (TSO), SAAP
  • Member - Senior Coach, SAAP(nominated by VC&MD, SAAP)
  • Member - Assistant Director (Technical), SAAP

Any other member may be co-opted as deemed fit by the Chairman.


The Committee shall undertake the following:-


  • To verify as to whether the certificates have been awarded by a competent authority as specified in Serial No. IX of this order.
  • To ascertain the genuineness of the documents from the issuing body.
  • To assess the level at which the applicant has participated (e.g., State, National, or International).
  • To verify the medals / participation in the competitions / place achieved by cross verification of additional documents such as photographs, official notices, press releases of the event, participants involved, and line up certificates.
  • The date of the birth, as mentioned in valid certificate produced by the applicant, shall be tallied proportionately to the category of age group vis-à-vis the concerned sport.

The date of birth shall be determined as follows:-


  • If a Board such as SSC, CBSE, ICSE, etc. awards a certificate, the date of birth (DoB) mentioned in the certificate should be considered valid.
  • In the absence of certificate issued by a Board, the certificate issued by the competent authority of the "School" only i.e., schools run by autonomous organizations like Kendriya Vidyalaya Sangathan (KVS), Navodaya Vidyalaya Samiti (NVS), Central Tibetan Schools Organisation (CTSO), Sainik Schools Society etc., which are not affiliated to CBSE but are recognized by the respective State Education Departments shall be accepted as proof of age. The certificate issued by any Sports Association or other body will not be accepted as valid proof of age.
  • To verify as to whether the organization that issued the sports. certificate is recognized by the appropriate sports governing body. Certificates from unrecognized or unaffiliated organizations shail not be considered valid for employment purposes. The said certificates shall be considered as invalid.
The personal credentials of the sportsperson provided on the application, birth certificate, and the sports certificate shall be the same.

The Screening Committee shall prepare a preliminary merit list, and it shall be published in the official website of SAAP to invite objections, if any, within 7 days from the date of publication.

All such objections received within the stipulated time shall be examined by the Screening Committee, and disposed of, duly recording the reasons within the stipulated time.


The Screening Committee shall prepare a preliminary merit list of the eligible meritorious sportspersons against the number of posts to be filled according to the horizontal reservation.


The SAAP shall complete the process of finalizing the merit list of eligible sportspersons within 30 days from the last date of receipt of applications, as specified in the SAAP notification, from the interested eligible meritorious sportspersons.


The merit list shall be communicated by VC &MD, SAAP to the State Level Committee (SLC) immediately.


Role and responsibilities of State Level Committee Composition of State Level Committee (SLC)


The composition of the State Level Committee shall be as follows:


  • Chairman : Special Chief Secretary/Principal Secretary/Secretary to Government, YAT&C(Sports & Youth Services) Department.
  • Member : Special Chief Secretary/Principal Secretary/Secretary to Government (Services & HRM), General Administration Department.
  • Member : Special Chief Secretary/Principal Secretary/Secretary to Government of the concerned Recruiting Department.
  • Member-Convener: The Vice Chairman & Managing Director, SAAP, A.P., Vijayawada.

The VC & MD, SAAP shall convene the State Level Committee meeting immediately on receipt of the preliminary merit list and place the said list before the State Level Committee.


The State Level Committee shall review the department-wise, cadre-wise vacancies earmarked to be filled under the 3% horizontal reservation for the eligible meritorious sportspersons.


The eligible meritorious sportsperson should have represented the state of Andhra Pradesh in the National and Sub-National level tournaments.
